Kelly Pipkins-Burt
Trainer Coach
Kelly Pipkins-Burt is a former executive director of a residential treatment center where she transformed a traditional "level" system into an individualized, stabilization-focused program. In the process, she reduced a deficit budget of $297,000 to a positive return in three years, through utilizing the principles of Wraparound.

Kelly has over 18 years experience in working with children and families with complex needs. As a national trainer for Vroon VanDenBerg, she is a coach, trainer and consultant in the Wraparound Process. She has facilitated changing behavioral health and local systems of care in several states, including Oregon, Missouri, Florida and Colorado. One of these efforts, in El Paso County, Colo. (Colorado Springs) is one of the nation's first truly integrated systems of care that was based on high fidelity wraparound practice, and has produced dramatic outcomes in functioning of families and reduction of numbers of youth in out of home care.
This effort has sustained now with it's own coaching, training, and is having a positive effect on services across the state of Colorado and are currently working to add other counties. Recently, El Paso County recognized Kelly's efforts with an award citing her training, coaching and overall technical assistance to move this effort to success.
Kelly was involved in a major effort to transform the largest children's behavioral health agency in Oregon, which is to be based on the principles of high fidelity wraparound. The agency is now a leading factor in Oregon's movement to standardize wraparound and weave it into all of human services. Kelly is currently completing a statewide wraparound effort in Massachusetts where she has coached seven different agencies and is credentialing 18 coaches in the Southeast region of Massachusetts, including Cape Cod.
