VVDB has staff who are expert in developing and using utilization focused evaluations strategies to do community needs assessments, assessing the impact of training and coaching, monitoring initial and ongoing fidelity of the process, evaluating community support for wraparound and using evaluation information to manage wraparound and system of care development and sustainability. This can be provided as a technical assistance effort individualized to a community or through community evaluation training.

The success of implementing systems of care is often dependent on funding. VVDB have staff that specialize in helping states and communities develop strategies to use current funds more efficiently, increase federal participation, and obtain and sustain new funding. This support ranges from working with local agencies, community teams, and working with state agencies to develop waivers to provide more flexible funding from federal programs.
