If you lead an organization that provides intensive services, there is a pattern you have likely lived through more than once. You select a model carefully. You invest in training. You bring in strong content, sometimes the best available. Staff show up, engage, and leave with a shared sense of direction. For a moment, it feels like things are about to shift. And then, within months or even weeks, the signals start to change.
Supervisors are spending most of their time correcting basic misunderstandings instead of developing staff. Coaching becomes reactive, focused on fixing what is already off track. New hires are learning different versions of the model depending on who trains them. Practice varies widely across staff, even though everyone “went through the same training.” Leadership is looking at uneven outcomes and trying to understand where the breakdown is.
The instinct is to respond in the most logical way available: tighten expectations, schedule more training, look for a stronger training partner. That instinct is understandable. It is also where many organizations get stuck. Because if you are seeing these patterns, the issue is probably not that you chose the wrong training. It is that you are asking training to do a job it was never designed to do.
Most implementation strategies, especially in human services, are built on an unspoken assumption: if we train people well enough, they will implement the model with fidelity. Everything flows from there. Leaders compare options based on curriculum, delivery style, cost, and reputation. They evaluate partners as if they are choosing between variations of the same thing: a better or worse training product.
But here is the problem. If you are comparing implementation partners the same way you compare training vendors, you are solving the wrong problem. Training is not the system. It is one input into a system that is already shaping behavior every day, whether you designed it to or not. And in most organizations, that system is far more powerful than any training experience.
Training feels like progress because it is visible. You can schedule it, track it, complete it, and point to it as action. When things are not working, adding more training feels like a responsible response. But in many cases, it is also masking the real issue. Because what happens next is predictable. Staff leave training and return to an environment that is governed by time pressure, documentation requirements, supervision structures, and informal team norms. Those forces begin shaping behavior immediately.
If those elements are not aligned with the model, staff adapt. They find ways to meet expectations, manage their workload, and navigate the system they are actually in. The model gets interpreted through that lens. So leaders see inconsistency and respond with more training, while the system continues to reinforce something else entirely.
Over time, this creates a cycle that is easy to miss: training increases, but fidelity does not. Effort goes up, but outcomes remain uneven. It starts to feel like a people problem, when in reality it is a systems problem that has not been addressed.
One of the reasons this dynamic is so persistent is that fidelity is often misunderstood. It is treated as something you achieve and then maintain with occasional reinforcement. But in practice, fidelity behaves more like momentum. It is either building or it is slipping. Without active support, it declines. Not all at once, but steadily. The language of the model stays in place, but the underlying practice becomes thinner. Small shortcuts accumulate. Staff rely more on habit than intention. New hires learn from what they see around them, not just what they were taught.
This is not unique to any one model. It is the natural trajectory of any complex practice that is not actively supported by the system around it. Which means the question is not whether drift will happen. It is whether your system is designed to counteract it.
When you look at organizations that sustain high-quality intensive services over time, they are not simply the ones with the best training. They are the ones that have built systems where the model is reinforced from multiple directions at once. They have aligned their internal structures so that doing the work well is also the easiest way to meet expectations. Documentation, supervision, and performance measures are not competing with the model; they are reinforcing it.
They have invested in real coaching capacity. Not supervision in the administrative sense, but ongoing, skill-based development. Coaches are observing practice, giving targeted feedback, and helping staff integrate what they learned into how they actually work. They have built internal expertise. Instead of relying indefinitely on outside support, they have people inside the organization who can train, coach, and guide the work as it evolves. And they are connected to a broader field of practice. They are not trying to sustain and refine a complex model in isolation, where drift is harder to detect and correct.
None of this is accidental. It is infrastructure. And it is what training, on its own, cannot provide.

That includes learning how to observe practice in a meaningful way, how to give precise, behavior-specific feedback, and how to create conditions where staff are continuously learning rather than just being evaluated. Just as importantly, they are taught how to foster a culture of learning within their teams, where growth is expected, supported, and shared.
At the organizational level, the work starts before training ever begins. System readiness is assessed up front, and plans are co-created with leadership to align policies, documentation, supervision, and expectations with the model. This is where many implementations quietly succeed or fail. When the system is aligned from the beginning, staff are not forced to choose between “doing MiiWrap” and “doing their job.” Those things become the same.
And even with strong internal systems, the work does not stay contained within a single organization. Ongoing learning community events connect practitioners, coaches, and leaders to a broader body of people doing the same work. That connection matters more than it may seem at first glance. It gives staff access to ideas and approaches beyond their immediate environment, allows them to learn from the experience of others, and reinforces that there are multiple ways to practice the model with integrity. It also acts as a natural safeguard against drift, because assumptions are continually tested against a wider field.
Taken together, these elements are not additional features layered on top of training. They are a response to the reality that without coaching, alignment, internal ownership, and ongoing connection, any model will begin to erode under the conditions most organizations are operating in.
In other words, it looks like this because anything less would not hold.
If your organization is experiencing inconsistency in practice, uneven outcomes, or difficulty sustaining a model over time, it is worth pausing before asking, “Do we need better training?” A more revealing question is: “What is our system currently reinforcing?” Are staff supported to practice the model consistently, or are they navigating competing expectations? Do supervisors have the time and tools to develop staff, or are they primarily managing tasks and compliance? Are new hires entering a clear, structured learning process, or relying on whoever is available? Are you building internal capacity, or depending on support that may not be there in a year?
These are not secondary considerations. They are the conditions that determine whether any model will succeed.
Moving beyond a “train and pray” approach is not about abandoning training. It is about putting it in its proper place. Training is the entry point. It is not the engine. The engine is the system you build around it: coaching that develops real skill, structures that reinforce the right behaviors, internal leaders who can carry the work forward, and connections that keep the practice evolving.
This requires a different kind of decision-making. It means looking beyond who delivers the training and asking how the work will be supported six months later, a year later, after staff turnover, after priorities shift. It means investing in infrastructure that is less visible but far more consequential.
Many organizations never make this shift. They continue to invest in training cycles that feel productive but do not change the underlying trajectory. The ones that do make the shift start to see something different. Practice becomes more consistent. Staff develop confidence and depth. Coaching becomes proactive instead of corrective. And outcomes begin to reflect not just what people were taught, but what they are actually supported to do, day after day. That is the difference between hoping a model will work and building a system where it reliably can.
